adding bike racks for business

I'm opening a restaurant in Berkeley next month (old Casa de Eva /
Mazzini / Zax Tavern space on Telegraph) and would like to add some
bike racks to the sidewalk. Anybody know who I talk with at the city
about getting the necessary permits? Or are permits necessary?
