bike sensors

I recently started biking to work from W Berkeley to downtown Oakland. I cross Ashby at 9th where there is a light & much less traffic than at 7th & Ashby. There is no bike sensor & the light for the traffic on Ashby is very long so I am left cooling my heels waiting for the light to change. How does one lobby to get a bike sensor? I've sent an inquiry to Darryl Moore's office but wondering about the process & how bike sensors have come about at other intersections.
