Announcements of relevant information
Matt, of SFBC took counts on Bike to work day on
Telegraph and Bancroft. He counted every form of transportation, buses,
cars, trucks, etc., and found that bicycles made up 10 per cent of the traffic. He was out from 7am-9 or 10am counting.
Dave talked about Meetings about the 4th Bore on the
Caldecott Tunnel. Bike lanes on tunnel road make it relevant for this
meeting. The EIR is out.
Meeting in Orinda 6/7/06.Public Hearing at the
Claremont Middle School Wed. 6/14/06 5750 College Ave Oakland, 6pm
Open House, 7pm Presentation and Public Comment. Cal Trans says
there will be no increase in traffic on the streets.
UC's Southeast Quadrant EIR is out and Heath thinks they
are going to put bike lanes on Gayley Road. Heath added comments to the
reply by the city. He might email them to Dave.
6. Upcoming Grants
Brainstorming what
could OOT apply for. Lighting at intersections and bus shelter at
non-Rapid Bus shelters on San Pablo. Dave what about Milvia between
University and Center? Intersection at University. Boulevard Plan on Milvia. Milvia is a
Bike Boulevard in the Bike Plan Heath: what about Virginia? hat is on
our Vision Network for bicyclists who go through campus. This spur would meet the priority.
Milvia between Channing and Virginia. Hearst to Arch and Euclid
could
be done.
Dave: Upper Hearst is a part of the bike boulevards that is not done, and I
would support that.
Heath: Basically try for Milvia and if cannot do that, go for Hearst up to Euclid.
Alameda County Ped Plan is out for comment. Dave: how Ped Plan relates
to bike Plan and vice versa and how they can complement each other.
Oakland is doing a "road diet" on a few pilot
streets, and call it either bike projects or bike/ped projects, or
Transportation Safety Projects. Comments due soon on this.
Berkeley is getting $1.5 million for bike ped
improvements in the area (new ramp, pathway, transit information
kiosk and signage) on Adeline mainly
CMA announced new projects to the TAC. Dennis Fay
opposes it, and voted against it at "Partnership". Must fully consider
the costs of bike ped needs for the project. Come up with new checklist
after these projects are chosen. They will be on line for CMACs
to review them.
Transportation Bond measure will be up this fall:
no money for bikes or peds. Local streets and roads will be more than
what cities get through the STIP. For example, Spruce, University
Avenue, etc Don Perata is the author through SB 1266 to put it on the
November Ballot.
Call for projects 7/28/06, and due 8/15. CMAC
"return to source" money, projects in the Priority Zones. Heath: Rehab
projects, Telegraph, 9th Street, Gilman, $216.000, Regional Bike
Ped $2Million in that so in non-CMAC there is $5 million to go after
Want to put money on high priority projects, which is
our Ohlone Greenway, which is done. But we can swap that project with another. Telegraph?
Chancellor's Community Fund:
Heath: We need to
license bikes. Heath would put a letter in for support and review the
application. It would be nice to see some of that money coming back to the city.
Dave: the community groups
were up at the meeting for the grants. It is not for infrastructure.
Bike safety classes and service oriented things that they would give
money for. Kira would support that. Kira would like licensing. We will
also ask about Bike Safety classes.
3. Telegraph Avenue Bike Lanes
Dave: We
may get an update at the Transportation Commission on projects. How
much more time do you have to spend Measure B money, or other money
Heath:
They will repave it in 2008. Then those are free projects
Dave: between Oakland and the city line, there are 2-3 projects
At Ashby and Prince there are the left turn pockets for Whole Foods.
Heath: Signage and new stripes would just be pennies, not something to fund a
project for.
(Not on agenda) Marin: 5 year traffic analysis is still going to happen, as well as the one year analysis.
4. Residential Bike Parking Ordinance (Potential proposal)
Dave talked to Christopher Hudson to ask about bike
parking in his properties. "You cannot ride on UC campus or on the
Berkeley (?)" He said he would contact his property managers to ask
the different units. All properties have bike parking but he thinks the
students walk or take the bus.
Requirements for short term and long term parking and the types of parking we would recommend.
Heath would check to see what Berkeley Code says on this.
Hudson was commenting that the percentage of 1: 3 is more
than sufficient. The top level of the car-park elevators is the bike
rack in the Gaia Building. So this support would perhaps blunt any
resistance by other developers. Did Kira do a survey on how students get to
campus? (Yes, we found out 6/7 eve at the DAPAC.) She will forward information?
Heath will contact Kira.Stoll about UC surveys which are done or about to be done.
5. Grizzly Peak Road Request for Share the Road Signs
Suggestion: Go to GPC and ask their opinions about signage
and what intersections, stretches along Grizzly Peak they notice.
7. Adjournment: 5:35pm
